The Iranian mujtahid who granted legitimacy to the rule of Reza Shah Pahlavi. Shaikh Naimi treatise Tanbih al Ummah va tanzih al millah dar asas va usul-i-mashrutiyat (An Admonition to the Nation and an Exposition to the People Concerning the Foundations and Principles of Constitutional Government), in 1909, gave a strong endorsement to the notion of constitutional law.
