A talk delivered by Dr Usman Bugaje at SICM (Mahfil-Ali), London. Dr Bugaje is a prolific writer on African and international issues. He has academic and non-academic published works as well as book reviews to his credit. He served for four years as Political Adviser to the Nigerian Vice President, Alhaji Atiku Abubakar and is presently chair of the Standing Committee on Foreign Affairs in the Nigerian Parliament.
