A Tartar political leader and writer. After his education in Kazan, he along with Fuad Tuktar founded a secret Tartar group in 1905, advocating the overthrow of the Tsarist government in Russia. In the same year he participated in the first Russian Congress of the Muslims. His newspaper was banned and he was sent to jail. In 1908 he was deported to Vologda. After the revolution of 1917, he helped organise the two Congresses of Russian Muslims. In 1919 Ishaqi left Russia to participate in the European Peace Conference as the representative of Volga-Ural Muslims. Thereafter he visited Paris, Warsaw, Istanbul, Berlin, Jerusalem, Finland, Japan, and Korea and Arab countries to create an organisation of the Volga-Ural Muslims Diaspora. He moved to Turkey, after the Second World War, where he lived until his death. Ishaqi's literary works included some fifty short stories, novels and plays.
