Emir who presided over Dubai, overseeing the development, and revolutionised the world of horseracing. Sheikh Maktoum emir of Dubai and prime minister and vice president of the United Arab Emirates had presided over Dubai since 1990, overseeing the development of the emirate from a trading town into a rapidly growing metropolis and economic hub for trade, finance, property and tourism but also hedonistic lifestyle. Sheikh Maktoum took active roles in the federation's foreign policy, often representing the seven emirates at international meetings. He also oversaw projects aimed at upgrading the standard of living and education as part of a broad modernisation programme. He, who revolutionised the horseracing world, is often credited with introducing Arabs to the world of international equestrian competitions, forming the world class Godolphin equestrian team and establishing $4m Dubai World Cup, an annual event that placed Dubai firmly at the centre of the equestrian scene. Sheikh Maktoum was a philanthropist, noted for his substantial donations both at home and in the third world in the cause of people with disabilities. The emir passed away having suffered heart problems while at his visit to Queens land, Australia, for a renowned yearling sale known as Magic Millions.
