Diplomat. He played an influential role in formulating the foreign policy in the early days of Pakistan.
He entered the elite Indian Civil Service (ICS) in 1936. Hilaly also served United Nation and received national and international awards: Hilal-i-Quiad-I-Azam, Grand Cross of Order of Northern Star from Sweden and Grand Cross of Order of Gurkha from Nepal.
He was born in Bangalore and died in Karachi.
