The last Ottoman Grand Vizier. Before becoming the Vizier Tevfiq Pasha was the Ambassador to Germany and to London. In 1908 he was made the Grand Vizier but resigned after Sultan Ahmad Hamid was disposed in 1909. He was again made Grand Vizier in 1918. In 1919 Tevfiq Pasha led the Ottoman delegation to the Paris peace conference but did not sign the treaty of Sevres (1920), which aimed at total dismemberment of the Ottoman Empire.
